Read from a 2019 letter arguing HUD community development funds were meant for citizens and had wrongly been broadened from North Tulsa to the whole city.

Testified that HUD money designated for North Tulsa hasn't benefited that community, describing a family property targeted with liens and utility removals, and said a 'vicious attack' on the predominantly African American community continues.
