The caddy-corner neighbor said the owner was told to go before the Preservation Commission and chose not to, and argued the new fence has no gate and isn't a usable dog run — she wants the truth and equal enforcement of preservation rules.

A longtime historic-property owner and preservation subcommittee neighborhood rep said she warned the fence crew a COA was required and was ignored; she urged the board to uphold the denial to avoid rewarding build-first-ask-later behavior.
