$5M Greenwood funding redirection

Executive director of the Historic Greenwood District Main Street argued the Main Street model is the city's proven implementation tool, citing Kendall Whittier's $118 million transformation, and said the Main Street should lead implementation with TEDC as financial steward.

TEDC's director touted 23 years of clean audits and projects like Shops on Peoria and the Oasis grocery store, saying TEDC answers when any councilor calls and would serve as financial steward for the redirected funds.

Argued inserting the CDC at this stage would 'untie the shoelaces' of Greenwood's momentum, and that the plan's focus should catalyze the whole district, not just the three opportunity parcels.
