Shelter and Transitional Housing Zoning Overhaul
Captain Brindley reported the low-barrier day center averages 22 people daily and pulled 16 chronic homeless people off the street in eight weeks, with warming shelter nights funded by United Way for winter. Only one mental health referral stuck in eight weeks — the hardest barrier remains getting people to say yes.
Adoption of the 2050 Land Use Plan
Consultants Garver unveiled the draft of a 20-25 year blueprint for Lawton covering growth areas (especially southwest Lawton), housing and neighborhood revitalization, downtown development, corridor redevelopment like Cache Road, and infrastructure investment. It heads into a public comment period before coming back to Council for adoption.
Data center and digital asset mining zoning ordinance
Lawton has no zoning rules for data centers, and council wants 'guardrails' before any application arrives. The proposed ordinance allows facilities under 5 megawatts by right in I-1 industrial zones and sends larger ones through two public hearings. Skeptics cited water use, noise, few permanent jobs, and possible state legislation; the item was tabled for more study.
